To me it seems you have nothing to lose. Here's a link to Paypal's description of their service. They keep 2.2% + $0.30 per transaction. If people donate through Paypal you get ~97% of the donation. I checked into it for our church and you can do it through Paypal and they take a percentage. If no one uses it, it doesn't cost you anything.

I tried to do one in Word but couldn't figure out how to have the photo as an object rather than text. Powerpoint makes that very simple. There are also countless backgrounds and borders available to fancy it up.

Sounds like GIMP is way more than you need for ID cards or price cards. Powerpoint would do exactly what you want with crisper text and easier editing.
