In war, Prisoner of War camps are what is appropriate. They fall under the jurisdiction of military and international law. For international criminals against the United States, I would imagine that the detention of someone like Manuel Noriega would be appropriate. Wasn't he imprisoned in Florida or somewhere stateside? I don't think it is appropriate to establish a lawless zone to keep prisoners of any kind in. As Guantanamo indicates, it leads to lawless abuse. And, yes, holding prisoners indefinitely without charge or legal representation is abuse.
