Is there anything that you can put on your computer

that will tell the time and date a site was looked at?

In your temporary internet files if you view the details look under the last accessed column.. Or if you just want to track what someone is doing on the computer you can use programs like Spector Pro (very good but also very expensive). You can also search for "activity monitoring software" and find some other solutions.
