they just removed the recommendation for the task force? then why leave in all the rational, and study materials that prefaced it? what am I missing?

They probably removed it because it was their job, not a task force's job. They left the rest simply because they didn't have time to come up with an alternative recommendation. The portion should probably be restated as "informational."
