We were going to have a Dell computer with Windows 7 wiped and have new surveillance software installed and add to our store's security system. But, the guy now tells us the capacitors on the Dell motherboard are swollen in what he calls an indication that the motherboard is on its last legs. It was a personal computer my brother has lying around the house. Now, we're on a quick hunt for one to replace it before year's end, if possible.
System must have Windows 7 or XP with 32 bit motherboard, says the software dude.
Recommendations!?!

Sounds like the Optiplex GX270 or 280 Dell had a recall on those I believe, we had to replace just about every one we had on campus.
You might contact Dell and see if they will replace it still under that recall. Be sure to say that it is swollen capacitors. Their tech line is 1-888-560-8324.

does sound like the 270's.
if it is a more generic system, it may be something similar. I get my parts here, a lot of the time:

you can get one for as little as $20. but you will need to know more about what you have already if you want to use the same processor and memory.
it may be less exhaustive and problematic by buying a basic system for a couple hundred dollars. an "new" refurb is as little as just over $100 for a desktop:
