Last Question for today

A review of the HIstory of Israel show that many times Jews were in and out of Jerusalem and parts of Israel for thousands of years, synagogues were established, Jewish centers of Learning were established as early as 1267, in 1860 Jewish settlements began outside of Jersusalem.
Question: If the Restoration of Israel as a Nation is foretold in the Bible and is key to the endtimes, why didn't any of these Jews in Israel/Jerusalem count?
If you say it has to be a self governing NAtion, can you 1) show me that qualification from scripture and 2) explain why Israel of Jesus timel, as a slave state of Rome, didn't meet that qualification?
